General Overview

What is changing with the new financial solution, Mosaic, and why?

Mosaic replaces the outdated financial platform with a modern, cloud-based solution that improves efficiency, security, and user experience.

When will Mosaic go live?

Go-live is scheduled for the week of January 18th, 2026.

What are the key benefits of Mosaic?

Commonwealth agencies will experience streamlined workflows, integrated financial functions, support for data-driven decisions, and reduced maintenance costs.

What risks exist if we don’t make this change?

Continuing with our current system, MMARS, has the potential to increase security risks, limit functionality, and could lead to higher overall operating costs.

What does “go-live” mean?

Go-live is the official transition when end-users begin working in the new system (Mosaic) and the legacy system (MMARS) is retired.

What is the overall implementation timeline and cutover plan?

The transition will occur mid-January 2026 over the Martin Luther King Jr. long weekend. Users will complete their work in MMARS going into the weekend and will open their work in Mosaic the following week.

System & Features

What are some of Mosaic’s key features and capabilities?

Key features within Mosaic include single sign-on, configurable dashboards, a global search bar, role flexibility, accessibility tools, and document upload capabilities.

Will Mosaic integrate all MMARS functions and replace legacy/manual systems?

Yes, Mosaic consolidates multiple legacy processes within MMARS into one unified platform to eliminate duplication and manual tracking.

Will Mosaic meet our complex government requirements without heavy customization?

Yes, the solution is designed for government operations and supports accounting, procurement, and reporting needs out of the box without customizations.

What process changes should we expect immediately after go-live?

Users will see new workflows, navigation, and digital forms that simplify day-to-day tasks while improving compliance.

Will all data and records be moved into the new system, and what happens to the old ones?

All current transactions and over 3 years of historical data will be migrated to Mosaic. The legacy system will remain available in read-only mode for reference.

Will VendorWeb or similar systems also change at go-live?

There are no immediate changes expected for VendorWeb. A new vendor application will launch later and additional details will be shared when available.

Training & Readiness

When does training start, and how will users be notified?

Training begins in mid-November with Foundation courses becoming available for end-users November 19th. All current MMARS users will receive email notifications with enrollment details.

What types of training will be available?

Training will be role-based and include job aids, eLearning, instructor-led sessions, videos, and in-application support.

How will end-users be prepared for the new system?

To supplement agency training resources, BEST will be hosting live sessions and practical exercises to reinforce new processes and tools throughout December and January.

Where can I find Job Aids and other support materials?

In-application support will include job aids and instructional videos. Job aids will be available in PowerDMS through Quick Links, and videos will be embedded in Mosaic and accessed through the application assistant.

Are there Mosaic demo videos or guided sessions available?

Yes. Existing recorded demonstrations and short videos are available in the CTR Learning Center.

What are “BEST Behind the Screens” sessions and how can I access them?

The BEST Behind the Screens series will resume in December and include interactive demonstrations of Mosaic features and Ask the Expert Spotlights. Invitations to live sessions will be shared with MMARS users via email and recordings will be posted to the CTR Learning Center.

Go-Live & Transition

Will there be downtime during the transition?

Minimal downtime is expected during the cutover weekend. Key dates will be communicated in the weeks ahead of go-live.

Will MMARS still be available after go-live?

After Mosaic goes live, MMARS will be available in read-only mode for historical reference.

How can I get help or report issues during go-live?

A dedicated help desk will be available via phone and email to support users. Further details on accessing these resources will be available in January.

Post Go-Live Support

Who do I contact for Mosaic support, and how?

The BEST Program and Office of the Comptroller will provide Mosaic support through both phone and email channels.

Will the Mosaic support team understand my issues and be trained in the new system?

Yes. The support team will be trained and engaged in testing to build familiarity with common user scenarios for various Commonwealth agencies.

What ongoing support and maintenance will be provided?

Ongoing technical support, performance monitoring, and periodic updates will maintain system stability.

How will future updates and upgrades be managed?

Updates will follow a planned release schedule to introduce new features and maintain compliance.

How will we measure success?

Success will be measured by efficiency gains, accuracy improvements, and user feedback collected post-launch.
