The BEST Program’s goal is to implement a comprehensive transformation of the policies, processes, and systems that support financial and human resource operations across over 159 Commonwealth agencies.
- Enhance business operations by supporting improvements in business processes, workflows, self-service, and next generation in user experience.
- Modernize technology by moving to Software as a Service (SaaS) using configuration over customization to maximize efficiency, process improvement, risk controls, data analytics, and management tools.
- Transform the day-to-day user experience by improving real-time access to data to enable the Commonwealth to become a truly data-driven enterprise.
- Implement best practices by expanding core functionality and improving transparency and auditability.
- Fortify security by improving the core systems that support our financial and administrative transactions.
- Be cost effective by reducing overall costs. MMARS processes over $80 Billion/year. Phase 1 represents less than 0.05% of those annual transactions.
